Jeff Rosen

Jeff Rosen is a retired Major from the Baltimore Police Department (2002). In addition to his extensive operational and investigative experience, Jeff commanded the Department’s Records & Information Management Section which required experience in both distributed and centralized computer systems and their application to law enforcement issues. Jeff is very proficient and recognized in the field of electronic records management, NCIC terminal operations, digital photo and fingerprint capture operating systems. Tactically, Jeff’s experience included assignments to the SWAT team, where he served as a hostage negotiator, along with numerous uniform and plain clothes assignments. Jeff also commanded the Homicide Section during his tenure with the Baltimore Police Department.

Upon leaving the BPD, Jeff worked for the University of Maryland, Baltimore Police Force as a Major/Support Services Commander. His domain included access management/badging, installation of an RMS (Records Management System), CAD (Computer Assisted Dispatch) as well as training and property Management. Jeff’s career advanced when he was recruited to the Federal Reserve Bank of Richmond, Baltimore Branch as Police Chief/Senior Manager for Law Enforcement. During his tenure, Jeff managed 45 staff members and the security portion of a multimillion dollar building project which included personnel access control (badging, real time tracking of staff and visitors on premises while managing the computer system that was central to the program). Additionally, Jeff helped develop and implement physical access control systems to the property, building and cash vaults while managing the vehicle control, camera, microwave and sonic systems for the Bank. Jeff also had responsibility in managing the general and security contractors to review and prioritize critical tasks while ensuring key benchmarks were hit and deliverables received.

For the past ten years, he has been an instructor for the JETT program presented to the Army, Navy, Air Force and Marines. The Judgment based Tactics and Training program combines close quarters combat training with judgment based rules of engagement to facilitate accurate and legal decision making in unexpected critical situations. Jeff’s safety and security career is highly credentialed and well respected. Jeff travels from the United States of America.
